2010’s Patient Protection and Affordable Care Act (ACA) contained certain provisions related to price transparency in healthcare; however, regulations for those provisions were not released until October of 2020. Separately, while much of the health and welfare plan compliance-related laws and regulations in 2020 and 2021 have been related to COVID-19 and pandemic concerns, the Consolidated Appropriations Act of 2021 (CAA) also contained many provisions that focused not on COVID-19 or the pandemic, but on various aspects of transparency in pricing, coverage and claims under employer-sponsored group health plans.

Mandy Bartoshesky, J.D., M.P.H.
Mandy Bartoshesky is an Area Senior Vice President, Compliance Counsel, at Gallagher Benefits Services. She heads the department responsible for providing compliance assistance on health and welfare plans to GBS consultants and their clients in the Northeast and Atlantic Regions. She joined GBS in 2008.
Prior to joining GBS, Mandy was an attorney for the United States Department of Labor, Employee Benefits Security Administration (EBSA), in Washington, DC. At EBSA, Mandy worked on group health plan issues as a member of the office responsible for providing compliance and technical assistance to the regulated community and for development of regulations and other interpretive guidance. Mandy also previously worked in federal governmental relations at the University of Pennsylvania Health System.
Mandy graduated from the George Washington University with a law degree and a master’s degree in public health. She received her bachelor’s degree from the University of Chicago.
